Mass theory available at weak stability

The weak-stability half of the mass API, sibling to the Bridgeland-level StabilityCondition/Mass/. It sat under Weak/Metric/ until MO1.13 (#1324); that directory held nothing but mass, so it was vacated rather than kept as a one-child parent.
